Conditions for Library Use
1- Academic and administrative staff and students at the university are natural members of the library.
2- Members need to update their information in order to loan materials.
3- There is no library membership card. Instead of membership cards, student ID cards are valid for students, and staff ID cards for academic
and administrative staff.
4- Users other than the staff and students of the university can benefit from the materials only within the library. These users cannot become a
member of the library and cannot loan materials from the library.
Rules for Library Use
1- The user is obliged to comply with the Law on Intellectual and Artistic Works while making use of information resources. The user cannot
impose any legal liability on the University for its opposition to this article. Any legal penalty and responsibility belong to the user.
2- The security of the materials is ensured by the RFID Management and Security System. Materials cannot be taken out of the library without being processed. Materials cannot be taken out of the library without checking out. Personnel on duty may conduct a body search when the warning sound is heard.
3- Personnel on duty may conduct a body search when the warning beep goes off.
4- Library information resources and items (computers, tables, chairs, etc.) should not be damaged in any way.
5- It is forbidden to take unauthorized shots inside the library with a camera, etc.
6- It is forbidden to conduct group work and study aloud in the library (except in private areas)
7- Food and beverages are not allowed in the library (except water)
8- Areas used only by library staff cannot be entered.
9- When entering the library, users are required to leave their bags, umbrellas, coats, etc. in the lockers in the cloakroom and take the key with them.
10- Cell phones should be kept on silent, and no phone calls should be made in the library.
11- Users can send their comments and suggestions via kutuphane@sinop.edu.tr e-mail address or social media accounts. (It can also be communicated verbally to the library staff)
12- Users are responsible for protecting their ID cards and should contact the Student Affairs / Personnel Department in case of loss.
13- Users must make their transactions (borrow, return, internet, photocopying, etc.) at least fifteen minutes before the closing time of the library.
14- Users must comply with the rules of library use from the moment they enter the library.
Rules for Lending
1- You should come to the library with your SNU ID card and show it when asked.
2- You cannot loan books with another reader’s SNU ID card.
3- Users with unpaid fines cannot loan books.
4- Overdue materials cannot be loaned to users who have overdue resources on them.
5- The user is obliged to return the resource in full at the end of the term.
6- Materials requested by the library for any reason, even if they have not expired, must be returned. Users may be restricted from using the loan services if the requested material is not returned.
7- Library users can access the number of materials borrowed and the duration of the lending at http://kddb.sinop.edu.tr.

Materials That Cannot Be Lended
1- Encyclopedias, dictionaries, atlases, maps, slides, etc. reference sources,
2- Periodicals,
3- Theses, manuscripts, and rare printed works,
4- Out of print or separated works identified by the units,
5- Sheet music, collectibles, artistic materials, etc,
6- Other materials that are determined by the Head of the Department and that cannot be taken out of the library (for example, single copies or out of print, etc. other materials). Readers may use such materials only in the library and, if necessary, under the supervision of a staff member.
Materials Not Returned on Time
1- The library automation system warns the users of the resources borrowed from the library and not returned on time (3 reminder messages are sent through the automation system), but the responsibility falls on the users.
2- The Library will impose a late fee per item per day for materials not returned on time.
3- If any resource borrowed from the library is not returned on time and more than 30 days have passed since it was loaned from the library, it will be considered lost. (The “overdue penalty per material” continues every day for the lost material)
4- Users with unreturned materials and unpaid overdue fines in the Library Automation Account cannot be dismissed.
Damage or Loss of Borrowed Books and Materials
1- The library material that is worn out or lost is first obtained from the market in the same or a new edition.
2- If it is determined that it is not possible to obtain the material, the value of the material determined by the “value determination commission”
will be paid to the relevant person. Additionally, the accrued late payment penalty (if any) will be charged.
Material Period Extension
1- Users can extend the borrowing period of the resources they have borrowed, provided that they have not been reserved by another user. All
users can make the extension process up to 2 times for each broadcast.
2- Extension cannot be done by phone. In order to make an extension, the resource must be brought to the Loan-Return Service in person with
the university ID card or the extension process must be performed at http://libra.sinop.edu.tr.
3- Users who have overdue resource and overdue fee debts cannot make an extension.
Material Reservation
It is the process by which a borrowed material, i.e. material that is in the possession of the user, is reserved by another user. The material is held for the reserving user for 3 days after the return date.
1- Our users can reserve circulating materials on the web or in the library.
2- A user can reserve a maximum of 5 materials.
3- No reservation can be made for materials that are not in circulation (in the library).
4- If the reserved material is not received after 3 days from the date notified to the user, it will be given to the next user. If there are no users waiting for the material, it is sent to the material shelf.

Interlibrary Loan (ILL)
Interlibrary loan is a service of reciprocal use of library materials within the framework of cooperation between university libraries. Interlibrary
loan book and article requests are subject to special rules. (In interlibrary loan, the lending policy of the requesting library applies).
For SNU Staff;
1- SNU academic and administrative staff and SNU graduate students can benefit from this service. The user must fill in the request form on the
library web page, sign it and bring it to the library.

2- All costs arising from the requests made belong to the requesting user (shipping, photocopying, etc.).
3- Users who can use this service can only make requests for themselves. They cannot make requests for other users.
4- Users with overdue materials or fines cannot benefit from the ILL service.
5- Users can make their requests through authorized personnel related to this service.
For Other University Libraries;
1- A maximum of 5 books can be lended at a time.
2- The lending period is 30 days (including shipping), and all expenses arising from the requests made belong to the requesting user (shipping,
photocopying, etc.).
3- The usage period of the borrowed resource can be extended “1” time unless there is a reservation.
4- SNU library has the right to request the book back before the lending period expires.
5- In case the book is lost, damaged, or not returned, ARTICLE 15 of the directive is applied.
Withdrawal from the Library
1- Students are obliged to withdraw themselves from the library in case of deregistration, horizontal-vertical transfer, and graduation.
2- Academic and administrative staff who leave the university permanently due to retirement, transfer, resignation, etc. or temporarily due to
assignment, military service, etc. are obliged to withdraw from the library.
3- These procedures are carried out under the coordination of the Presidency in cooperation with the Personnel Department, Student Affairs Department, Institute, Faculty, and School Secretaries.
Electronic Resource Use
1- Only SNU academic and administrative staff and students can access electronic resources from inside and outside the campus.
2- A large number of publications cannot be copied from the databases using robots and similar software or systematically transferred to personal computers or external memory.
3- Some or all of the documents such as articles, books, theses, etc. copied from the databases cannot be distributed via data storage tools or e-mail lists, and cannot be sent to persons or institutions outside the University.
4- The user who does not comply with the above rules will be notified to the Rector’s Office to take the necessary legal action.
